This posting is a follow up to the kin mail I sent on 2/2/2013. Here I will give some detail on each cluster, as far as which ones can be run by all members together, versus ones that are limited.
Scaling instances:
These instance types can be adjusted to the level of the players running them. Each will have a minimum entry level requirement.
Great Barrow Cluster (free for all players)
This cluster has a minimum requirement of level 20 and scales to level 95. Each instance in the cluster has 6 required items to be completed in order to complete the deeds in them.
The boss quest will appear in the quest tracker on every entry of the instance. There are 4 quests per instance, only one will appear randomly in the quest tracker on each entry. If the random quest has been completed already, you can exit the instance and re-enter to to get another quest, at any time.
The final item is Challenge mode. The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90.
This instance cluster also restricts who can get the boss quest and 4 random quests. For example if you set the level of the instance to 50. If a player above or below level 50 enters the quest will have a color attached to it. Use the following list as a guide to who can and cannot benefit from the instance settings you have. The colors represent the players level in relation to the instance settings level.
Purple: -8 or more levels (no experience)
Red: -6 levels ~ -7 levels (many deflected attacks)
Orange: -4 levels ~ -5 levels
Yellow: -2 levels ~ -3 levels
White: -1 level ~ +1 level
Blue: +2 levels ~ +3 levels
Aqua: +4 levels ~ +5 levels
Green: +6 levels ~ +7 levels
Black: +8 or more levels (cannot get quests)
These rules affect the following instances in this cluster:
Fornost Cluster (VIP or own North Downs pack)
This cluster has a minimum requirement of level 30 and scales to level 95. Each instance in the cluster has 4 required items to be completed in order to complete the deeds in them.
The boss quest and 2 quests will appear in the quest tracker on every entry of the instance no matter what level the instance is ran or the levels of the participants.
The final item is Challenge mode. The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90. The challenge mode must also be ran in tier 2.
The only restriction on this cluster is the amount of medallions rewarded upon completion of each instance, the higher your level over the level of the instance the less medallions earned.
These rules affect the following instances in this cluster:
Annuminas Cluster (VIP or own Evendim pack)
This cluster has a minimum requirement of level 40 and scales to level 95. Each instance in the cluster has 5 required items to be completed in order to complete the deeds in them.
The boss quest will appear in the quest tracker on every entry of the instance. There are 3 quests per instance, only one will appear randomly in the quest tracker on each entry. If the random quest has been completed already, you can exit the instance and re-enter to to get another quest, at any time.
The final item is Challenge mode. The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90.
The only restriction on this cluster is the amount of marks rewarded upon completion of each instance, the higher your level over the level of the instance the less marks earned.
These rules affect the following instances in this cluster:
Helegrod Cluster (VIP or own Misty Mountains pack)
This cluster has a minimum requirement of level 50 and scales to level 95. Each instance in the cluster has 4 required items to be completed in order to complete the deeds in them.
The boss quest will appear in the quest tracker on every entry of the instance. There are 2 quests per instance, only one will appear randomly in the quest tracker on each entry. If the random quest has been completed already, you can exit the instance and re-enter to to get another quest, at any time.
The final item is Challenge mode. The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90.
Quests are restricted to the same rules as those found in the Great Barrow cluster, please refer to that cluster to what levels will get the quests and what levels wont get the quests when running these at a specific level.

Tham Mirdain Cluster (VIP or own Eregion pack)
This cluster has a minimum requirement of level 50 and scales to level 95. Each instance in the cluster has 5 required items to be completed in order to complete the deeds in them.
The boss quest will appear in the quest tracker on every entry of the instance. There are 3 quests per instance, only one will appear randomly in the quest tracker on each entry. If the random quest has been completed already, you can exit the instance and re-enter to to get another quest, at any time.
The final item is Challenge mode. The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90.
The only restriction on this cluster is the amount of marks rewarded upon completion of each instance, the higher your level over the level of the instance the less marks earned. There are also slayer deeds and a lore deed in each of these instances. These can be worked on at any level instance setting.
These rules affect the following instances in this cluster:
Store Cluster (VIP or own buy from in-game store)
This cluster contains 2 instances, Inn of the Forsaken and The Halls of Night. Inn of the Forsaken has a minimum requirement of level 20 and scales to level 95. The Halls of Night has a minimum requirement of 50 and scales to 95. If running either of these instances it is recommended to run them in Tier 2, for deed completion. These instances cannot be entered until completing their initial phase, Inn of the Forsaken requires a quest to be taken, and Halls of Night requires you to discover its entrance.
The challenge cannot be completed on any instance setting below 95. This means that the instance must be set to level 95 in order to enable it. Minimum player level should be no lower than 90.
The only restriction on this cluster is the amount of marks rewarded upon completion of each instance, the higher your level over the level of the instance the less marks earned. For specifics on deeds in these instances feel free to ask in game.

Level Locked Instances:
These instances are only bound by 2 rules. You must meet the minimum level requirement to enter them. You must own the map in which they reside, if not VIP. All contain deeds.
Angmar cluster (minimum level 50)
Moria cluster (minimum level 58, unless noted otherwise)
Isengard Cluster (minimum level 75)

Dol Guldur, In Their Absence, Road to Erebor clusters
I cannot state all the rules involved in these 3 clusters yet. I will update this portion at a future date.
Dol Guldur requires purchase of Southern Mirkwood or having VIP status. The instances in the cluster all scale from level 65-95.
In Their Absence cluster also scales from 65-95, and spans a few regions. Forochel, Evendim, North Downs, Trollshaws, and Enedwaith will all need to be purchased if not VIP.
Road to Erebor cluster scales from 20-95. You will need to own Riders of Rohan expansion or be VIP.
Level Locked Instances:
These instances are only bound by 2 rules. You must meet the minimum level requirement to enter them. You must own the map in which they reside, if not VIP. All contain deeds.
